In the German case, processes and aspects of the management of boundaries between the different organisations were studied. The aim was to find out about requirements and constraints for social learning in participatory activities involving organised stakeholder through the representatives of the organisations. The case was situated in the Elbe basin of which about 2/3 lied in Germany, 1/3 in the Czech Republic and there were minor parts (less then 1%) of the basin situated in Poland and in Austria. As the implementation process of the WFD had just started, this real time study focussed on the first phases of participatory processes: On regional level, a forum for the Unstrut-Leine-area to involve regional stakeholders in Thuringia was accompanied during its first three meetings. This process was observed as an example of regional participation processes in the Elbe basin. On national and international scale the participation activities during the implementation process of the WFD were still in the stage of decision. The regional process were put in the context of optional higher level activities on national and international level analyzing the different tasks of pp on different levels.
