Work Packages /_Social Learning

Objectives of social learning are

  • to conceptualise river basin management planning (RBMP) as sets of social processes at different levels, characterised by different forms of interest representation, conflicting interests and institutionalisation;

  • to specify the concept “social learning” for RBMP and make it measurable;

  • to identify critical issues for participation as a means to promote social learning and

  • to identify possible ways to handle these issues.

Following aspects required deeper analysis:

  • Participation as a sequence of negotiations between multiple actors in situation analysis, problem analysis, solution analysis and implementation analysis.

  • Development of a shared and integrating understanding of the problem through the exploration and integration of diverse problem frames and perspectives.

  • Development of workable procedures and action strategies to handle the problem.

  • Development of a governance, management and consultative function.

  • Agreeing on ground rules for sustained interaction and building interpersonal and institutional trust.

  • Connecting different types of knowledge (expert, experiential, general-abstract, local-contextual, different disciplines …).

  • Frameworks and interventions for constructive conflict management.

  • Convening, leading and facilitating a participation process.

  • Building and maintaining commitment among unequal stakeholders in view of asymmetries in terms of competences, gains and losses.

  • Establishing meaningful interactions between stakeholders at different scales.

This ambitious analysis was to be be achieved by an

  • iterative development of a checklist and self-appraisal instrument on critical issues in dealing with participatory processes, through interviews with key actors and the

  • integration of the results in a synthesis document, spelling out critical social process issues and possible ways to handle them. This served as an indispensable input for the work package case studies.

The major deliverable of this work package social learning consisted of a summary of the critical demands for successful social learning including an initial literature review and a checklist.
