The framework of analysis got the objectives
- to spell out the approach to public participation (PP) and to explore the main issues;
- to develop a glossary in the field of PP, social learning and river basin management planning (RBMP) for use within the project;
- to consult the public and stakeholders on HarmoniCOP?s approach and plans for research as well as
- to validate and further improve the plans for research.
The deliverables of this work package were composed of two guiding documents:
- Report "Public participation and the Water Framework Directive: a framework for analysis". This report served as a background document for the stakeholder workshop and became, in a modified form, the introductory chapter of the final report. It paid specific attention to the international-legal background of PP and contains a glossary on PP, social learning and RBMP.
- Workshop report of the stakeholders meeting in March 2003. This indicated, among others, how the stakeholders' input was used in further specifying future plans within HarmoniCOP.
The overall responsibility for this first work package lied with RBA Delft.
