Overview /_Multi-Phases

The figure "Multi-Phases" illustrates the different levels of stakeholder involvement in different phases of the implementation process. Not only phases but also scales or levels of intervention can be distinguished. E.g. river basins can be managed from the local level upwards to the international level. Different interventions may require negotiations at local up to the international level involving different stakeholders. Accordingly, participation may vary and requires different tools in different phases.

RBMP can only be effective and sustainable if the actors at each level and in each phase and sector become engaged in a social learning process. Together, they have to increase their understanding of the river basin, their uses of the basin and their impact on the basin. They have to realise their mutual interdependence and learn to handle their differences constructively.
